C I R C U L A R:

 

No. SO(E&M)XIII-22/91-LP-II(P). In suppression of circular issued vide this Department’s letter of even number dated 05.10.2007 and in order to further streamline the scheme of allotment of attractive Registration Marks through auction/sealed bids, the following policy guidelines are hereby circulated/issued for strict compliance with immediate effect:

 

1.         Reserve Price of Registration Marks

 

A)        For the Districts Where Computerized Registration Facility of Motor Vehicles is Not Available.

 

 

a)            All registration marks provided in rule 42 of the Punjab Motor Vehicles Rules, 1969 i.e. 1 to 9 and 786 of any series of registration marks shall be auctioned after due publicity at the following reserved price:-

B)        For the Districts Where Computerized Registration Facility of Motor Vehicles is Available.

a)            All registration marks provided in rule 42 of the Punjab Motor Vehicles Rules, 1969 i.e. 1 to 9 and 786 of any series of registration marks shall be auctioned after due publicity at the following reserved price:-

b)        (i)         Lahore and Multan Districts

Following registration numbers of any series either commencing only with District Code or commencing with district code and  followed by alphabets A, B, C, D, E, F,&H  shall be put to auction against the reserve price of Rs. 10,000/- for Lahore and Rs. 5,000/- for Multan:-

10 to 99, 111, 222, 333, 444, 555, 666, 777, 888, 999

1111, 2222, 3333, 4444, 5555, 6666, 7777, 8888, 9999

100, 200, 300, 400, 500, 600, 700, 800, 900       

1000, 2000, 3000, 4000, 5000, 6000, 7000, 8000, 9000.

(ii)        Other than Lahore and Multan

Following registration numbers of any series either commencing only with District Code or commencing with district code and  followed by alphabets A, B, C, D, E, F,&H  shall be put to auction against the reserve price of Rs. 3,000/-:-

11,22,33,44,55,66,77,88,99, 12,14,72,313                   

c)    Given the demand for attractive registration marks in district described in column 1 of the table below from 101 to 998 of any series of registration marks either commencing only with District Code or commencing with district code followed by Alphabets A,B,C,D,E,F & H  except those detailed at Serial (b) Sub Sr. (i) & (ii) above and 786 shall be allotted through sealed bids against the reserve price mentioned in column 2 after due publicity:-

d)    No reserve price of any registration marks shall be charged from Govt. owned vehicles and vehicles owned by the autonomous/semi autonomous and other organizations under the control of Federal or Provincial Govt; to be registered under series of registration marks commencing with district code followed by alphabet “G” and “J” respectively. However, Registration numbers 1 to 9 and 786 will be issued with prior consent of the Chief Minister

 

2.         STANDARD OPERATING PROCEDURES FOR AUCTION / SEALED BID  PROCEEDINGS.

 

a).        An auction/sealed bid committee comprising of Director, Excise & Taxation being convener with the MRA concerned and a representative of Directorate General, Excise & Taxation is constituted to supervise auction as well as sealed bid proceedings;

b).        The auction proceedings may be conducted preferably one week prior to the start of the series with the approval of the Directorate General, Excise & Taxation;

c).        Auction of attractive registration marks shall invariably be held at the district headquarters concerned. Sealed bids shall also be invited and opened at the District Headquarters concerned;

d).     Copy of CNIC shall be obtained from the participants of open auction/sealed bid proceedings along with standardized application.

e).   Every intending participant of the auction shall deposit cash security equal to reserve price before the start of the proceedings;

f).   Registration Number and series shall be mentioned by the bidders on draft/pay order, as the case may be, to avoid their misuse;

  g).      Auction money / reserve price, as the case may be, will be received immediately after auction proceedings. The owner of the vehicles shall get his vehicle registered within one month of the date of auction or start of the particular series which ever is later. However, DG (E&T) may condone the delay, on case to case basis, after examining the matter.

h).    Proper record of registration numbers allotted through open auction/sealed bids shall be maintained by the MRA on standardized, page numbered and signed register. This register shall, inter alia, contain details of bank deposit receipts, number and date of pay order/draft, registration number with series and the name of debtor bank branch. The entries shall invariably be authenticated by the MRA immediately after deposit of amount in cash or transfer of the amount by the debtor bank, as the case may be;

 i).     Copies of bank draft/pay order, as the case may be, shall be retained on record for one year audit and reference purposes;

 j).     In case the highest bidder of open auction retracts from the proceedings, the amount of security deposited by him shall be forfeited and the registration mark will again to be put to auction at the end of said auction proceedings;

k).     There being tie in sealed bid of a Number, the same shall be put to auction between the concerned bidders;

l).      The pay orders/drafts, as the case may be, of un-successful bidders shall be returned immediately after completion of the bidding process;

m).   The auction/sealed bid proceedings shall be reported to the Director General, Excise & Taxation, within four days of the auction date with a copy to the Administrative Department;

  n).     The reserve price and the amount of the highest bid is to be charged in addition to normal registration fee.

  o).      The owner has neither any right nor it is lawful for him to display the registration mark allocated in auction merely on the ground of having deposited the auction money. The number is allowed to be displayed only after proper registration of the vehicle and issuance of valid registration certificate. However the auction / bided number can be allotted out of turn.

p).        The auctioned registration mark once allotted and registered shall not be transferable to an other vehicle.

q).        The successful bidder shall get his vehicle registered within one month of the date or approval of sealed bid proceedings or start of the particular series which ever is later. However, Director General, Excise and Taxation Punjab, Lahore may condone the delay on case-to-case, to the said condition after examining the matter.

 

3.      PROCEDURE FOR THE APPROVAL OF AUCTION / SEALED BID PROCEEDINGS.

 

 a).       Confirmation of auction proceedings shall be undertaken by D.G.E&T. or his Authorized Officer.

 b)        To make the auction/sealed bids proceedings more  transparent, details of auction /sealed bid numbers on a proforma (copy enclosed) shall be forwarded in original by Director, Excise and Taxation concerned retaining a copy thereof for obtaining approval of Director General, E&T, Punjab or his authorized officer. After necessary processing, original proforma shall be returned to the Director Excise & Taxation/MRA with approval or disapproval of auction/sealed bid proceedings.

c).        No change will be allowed for description of vehicle that has been mentioned in Performa submitted at time of auction / bidding. However, Director General, Excise and Taxation Punjab, may allow the change on case-to-case basis, which may include change due to any unavoidable circumstances and due to clerical / typing mistakes.

d)         Approval of auction proceedings by the Directorate General, shall be guided by pre-defined criteria on the basis of average bid to be worked out in respect of a particular Number, depending upon the number of auctions which have taken place.

e).        In all cases, confirmation of auction proceedings shall be completed within 3 to 5 days of the auction date. The concerned Director and D.G. E&T, shall be responsible for ensuring these time lines.

 

4.         Un-approved /leftover auction /sealed bid numbers.

 

a)            The registration marks which remain un-contested during any auction / bid proceedings will be allocated, during the currency of series, against the motor vehicle, owners of which desire to obtain the same on “first-come-first-serve-basis”. These numbers will be allocated upon receiving double the amount of reserved price fixed for the registration mark or average price which ever is higher. After the series is exhausted no left over numbers will be allocated. The Motor Registration Authority shall invariably cancel all the left over numbers on start of next succeeding series with necessary endorsement of cancellation in allotment register or in data base of computer, as the case may be, within (15) days of start of next succeeding series.

b)            Un-approved registration marks shall invariably be cancelled by the Motor Registration Authority with necessary endorsement of cancellation in allotment within fifteen (15) days of the receipt of approval from Director General, Excise and Taxation, Punjab

c)            The Motor Registering Authority shall immediately furnish to the Director General, Excise & Taxation, Punjab through Director concerned, attested copies of relevant pages of allotment register (specimen of stamp enclosed) of un-approved registration marks bearing above mentioned endorsements or furnish a certificate giving details of un-approved/leftover registration marks where registration of vehicles is being undertaken on computerized system under MTMIS project to the effect that all un-approved/leftover registration marks have been blocked in the database to make them unavailable for assignment to any vehicle.

d)            The Motor Registering Authorities, of the districts where computerized registration facility is available, shall also inform the Project Director MTMIS (Incharge embossing facility situated at Director General, Excise & Taxation office, Lahore about the cancelled registration marks of the series so that license plates in respect of cancelled registration marks may not be embossed.

e)            The Competent Authority may cancel any proceeding for auction / bid of any particular number or series giving reasons.

f)             Permission to commence series of registration mark subsequent to exhaustion of the preceding series shall not be allowed by the Administrative Department in the absence of aforementioned certificates or attested copies of allotment registers.
